Is it possible to show a complete org chart on a dashboard. I need to review the reporting structure so we can use Forecasting. I can see it for users but I would like to see all of them.

You’re absolutely correct that, at this stage, a report is the only way to achieve this through the graphical user interface.
The ability to generate a company-wide org chart is documented as the following idea, which is currently not in the plans:

If you’re looking for a visual aid to help set up forecasts, I recommend downloading a .csv file from a Rows and Columns report in the Users module. Include fields like ID, reports_to_id, and Name.
You can use this data to create a chart in Google Sheets. It may require some data manipulation to replace IDs with names, but it’s a solid starting point.Alternatively, there are other online tools that can help achieve the same outcome. I personally tested this approach with Google Sheets and found it helpful.
