How to turn off the notifications on mobile app?

I suggest not trying to disable that warning, as it indicates the data or layout on user mobile App is out of date, therefore they should always click OK.

It's annoying for the mobile users as after this warning, mobile user has to restart everything if they are in middle of creating a new record.

Any suggestion to work around it?

That message will usually only appear if changes are made to various system settings or if Studio changes or Dropdown List changes are made.

If possible, you can decide to do those administrative changes only within a certain non-busy time of day/week, in order to minimize disruptions.
Also you could communicate your chosen time slot to your users, so users know when to expect such disruptions.
